Major Immigration Reforms Announced

The first legislative steps to deliver on the Government’s new Immigration Strategy were laid before Parliament, signalling a strategic shift toward a high-skilled, high-wage economic model.

These changes form part of a broader commitment to reduce net migration, restore credibility to the points-based system, and reduce dependence on low-skilled overseas recruitment.

Key Reforms Introduced:

Skilled Worker Visa

  • Required skill level increased from RQF Level 3 to 6.
  • Over 100 occupations removed from eligibility.
  • Transitional protection for sub-Level 6 roles until 22 July 2025.

Updated Salary Thresholds

  • Salary benchmarks will be raised across key visa categories.
  • No transitional relief—changes apply immediately.

Social Care Visas

  • Overseas applications closed due to evidence of “exploitation”.
  • In-country switching allowed until July 2028.

Temporary Shortage List (TSL)

  • Time-limited access to sub-Level 6 roles permitted.
  • No right to bring dependants under TSL.
  • Runs alongside existing Immigration Salary List.

Potential Impacts on UK Employers

  • Reduced access to certain roles: Organisations seeking to sponsor workers in occupations below RQF Level 6 will face indirect barriers due to new eligibility criteria.
  • Charities and voluntary sector affected: Especially those employing in lower-skilled roles, including care services.
  • Adjustment costs likely: Employers may need to invest time and resources in adapting hiring strategies to align with new rules.
  • Public sector revenue impact: A reduction in visa applications could lead to lower Home Office fee income and Immigration Health Surcharge revenues.
  • Care sector constraints: Closure of entry clearance routes for adult social care occupations (codes 6135 and 6136) may further strain care providers.
  • Awaiting further clarity: An Impact Assessment is underway and will provide additional insights once published.
